The result is under-reporting and gaps, so the platform fills them with modelling. Modelled data is fine as a supplement, but if it is your only source of truth, your bidding is chasing ghosts.
The fix is to stop relying only on a browser tag and move the important signal server-side, then feed it back to the ad platforms.
The five steps to tracking you can trust
Define one real conversion
Before any code, decide what a conversion actually is for your business: a submitted form, a booked call, a qualified lead marked in your CRM, or a paid order, not a page view, not a button that opened a form. Write it down. Everything else measures against it.
Set up GA4 and Google Tag Manager correctly
Google Tag Manager is the container that fires your tags; GA4 is where you see behaviour. Create a dedicated conversion event in GTM that fires only on the real success page or event, then mark it as a key event in GA4. Test it in Preview mode before you trust a single number.
Move the signal server-side (and add the Conversions API)
Client-side tags miss the conversions that browsers and blockers hide. Server-side tagging and the Meta Conversions API (CAPI) send the event from your server instead of the browser, so it is far more complete and durable. This is the step that recovers the 10 to 30% of conversions you are currently losing.
Import conversions into Google Ads with values
A conversion with no value tells Google every lead is worth the same, so it optimises for quantity, not quality. Attach a value, even an estimated one, so smart bidding chases profit. Import the server-side conversion into Google Ads as your primary action.
Reconcile with your CRM every month
Tracking is not set-and-forget. Once a month, line up the conversions your platforms report against the real leads and closed deals in your CRM. If they drift apart, something broke, and you want to catch it in week one, not quarter three.
